The project initially began as a remake of The Chronicles of Riddick: Escape from Butcher Bay (2004) with an added chapter. But after former publisher Vivendi merged with Activision, the game was 'dropped', giving developer Starbreeze time to increase the scope of the game, turning the added chapter into a full sequel. The game re-emerged in this state shortly after Atari was announced as the new publisher.
Originally the driving force behind this game was the fact that The Chronicles of Riddick: Escape from Butcher Bay (2004) could not be made backwards compatible with the Xbox 360.
The entire original team returned to create this game, including the specific development team at Starbreeze, Tigon, Universal and all other creative minds. Ian Stevens, Head of Production at Tigon considers this game a "love letter" to fans of the original.
The game runs on an engine originally designed for Enclave (2002) that was then modified and updated with each subsequent game that Starbreeze developed, including The Chronicles of Riddick: Escape from Butcher Bay (2004) and The Darkness (2007).
