- When the leader of the Klingon High Council dies, Picard finds himself in the middle of the struggle for the now-vacant position. Meanwhile, Worf reunites with a past love, only to find he now has a son.
- Enterprise is investigating radiation readings in the GAMMA Arigula system, when a Klingon ship Decloaks and is addressed by Ambassador K'Ehleyr (Suzie Plakson). She comes aboard with a little toddler named Alexander (Jon Paul Steuer). She tells Worf that he is the father to the boy, but Worf is too ashamed by his acceptance of dis-commendation to have any Klingon contacts what-so-ever. K'Ehleyr wants to be together with Worf, but Worf thinks the boy want to live in Klingon someday, and he cannot deprive him of that choice. By associating his name with the boy, the boy will also be branded a traitor. K'Ehleyr asks Worf to be Alexander's friend, if not his father.
K'Ehleyr also informs Picard that 2 factions on Klingon are vying for power. Only High Council chairman K'Mpec (Charles Cooper) has managed to keep peace but is now dying. His death will result in civil war, which will eventually engulf the nearby star systems, then the Tholians, the Ferengi and eventually the Federation. K'Ehleyr says K'Mpec is on board her ship and wants to meet Picard. K'Mpec meets Picard alone and tells him that he is poisoned with Veridium Six, in small doses in his wine and there is no cure. He wants Picard to arbitrate the struggle for power after the K'Mpec is gone. Picard is an outsider and K'Mpec does not trust anyone already on the High Council.
As per Klingon tradition, challengers to the throne fight to the death and leaders of both factions are on their way. K'Mpec wants Picard to find out who killed him, Gowron (Robert O'Reilly) or Duras (Patrick Massett). He wants that the assassin (one who kills without showing their face) should not be the leader in any circumstance. Duras had tried to kill Picard, strip Worf of his family honor and all of this was approved by K'Mpec in the name of the glory of the Empire. Worf comes to know of this and asks Picard not to let Duras become the leader of the High Council. Duras and Gowron arrive on scene. Picard tells Worf that K'Mpec was murdered by poison and suspected either Duras or Gowron.
When K'Mpec passes on, Picard finds himself in the middle of the struggle for the now-vacant position. Picard wants to delay the fight of succession so he can carry out investigations on who killed K'Mpec. He counsels with K'Ehleyr who says he can invoke an old tradition for each warrior to list their battles and prizes, which is a long process, in order to delay the actual fight. Gowran attempts to bribe K'Ehleyr with a lucrative post anywhere in the Klingon if she helps him expedite the process of selection of the Chairman of the High Council. K'Ehleyr rebuffs Gowran.
A bomb goes off during the meeting, which further delays proceedings. Data and Geordi find indications of Romulan explosive tech in the bomb debris. This is momentous as a Klingon + Romulan alliance would put the Federation in a very difficult position in the Galaxy.
Picard takes Worf to the next meeting with Gowron and Duras to shake things up. Picard and Worf reveal the Romulan link to Duras and Gorwon. Duras finds that K'Ehleyr has been looking into the High Council investigation of the Khitomer incident and is also looking into Duras's personal files. Duras confronts K'Ehleyr, who says Duras is betraying the Klingon to the Romulans, just as his father did. Duras kills K'Ehleyr.
Before dying she is discovered by Worf and she reveals to Worf that Duras is the traitor. Beverly figures out that the blast was also conducted by Duras's man, who brought the explosive hidden in his forearm. Worf transports to the Klingon ship and challenges Duras and kills him in battle before Riker can arrive. Picard reprimands Worf, and Klingons consider the matter closed. Worf gives Alexander to his human parents to bring him up. Worf refuses to reveal Duras's betrayal of the Klingon Empire, as he believes that the entire Klingon High Council participated in the lie, and they will not be willing to accept the truth of Worf's innocence.
