In trying to get away from the regular police procedural formula of the show, apparently those in charge decided to dispense with logic as well. Every character, including Jim, act in a very incurious manner, just going along with each new development to keep the plot moving. Nobody seems to question unknown people showing up suddenly without adequate explanation. The messenger boy ploy used by Jim works even when he has no messenge to pass on. And a very Sherlockian clue to the identity of one of the villains, the dog in the nightime, seems to be a focus of various camera shots until he disappears from the narrative. Like many of the later episodes, action and violence sems to take precedence over character or story logic.
