Peter Kosminsky found he was unable to produce the film as a documentary, because none of the witnesses of the real events were prepared to tell their tale in front of a camera.
The film had to be screened before a full board of the Independent Broadcast Autority (IBA) before it could be broadcast. It was approved for broadcast under the condition that changes would be made to the captions at the end of the film, and a caption would precede the film, stating that it is a drama-documentary.
After seeking legal advice, the broadcaster UTV decided not to show the film in Northern Ireland because of concerns the broadcast might have consequences for further inquiries into the events depicted.
