- A plane crash in the Mexican desert leaves a small group of survivors who are desperate for food and water. Fearing that they may never be found where they are, they head for where it is hoped there will be civilization and rescue. When their hopes prove unfounded, they must face the horrible possibility of choosing between giving up and dying, or doing the unthinkable to survive.

- A carrier-based F/A-18 Hornet accidentally fires a missile and destroys an aircraft first described as a North Korean commercial liner. Harm, Mac, and Bud investigate; they discover not only the cause but also a spy message and the spy.
- Bud and Harriet hold a party on Christmas Eve in their new house for the JAG gang. Everyone runs into difficulties en route, but everything finally works out. Bud invokes, "God bless us everyone"; all agree and exchange, "Merry Christmas".
- Two F-14 Tomcats encounter two MiGs in a no-fly zone above Iraq, and one of the Tomcats goes down in action; nobody dies. Harm and Mac investigate. The pilot of the surviving Tomcat misses a shot, saying that "a voice" told him not to fire.
- Amid much activity at Christmas, a woman petty officer in disguise runs afoul of the law, Harm takes her into custody and to a party, and she stays with Mac. Harm's rebuilt Corvette briefly disappears, and Webb gives him a surprise.
- An F-14 crashes while kids watch from the playground at their school; Harm investigates, and he gets answers. Bud's anger-management course degenerates into a fight. Mac beats the general during an annual requal on a pistol range.
- Admiral Chegwidden heads the selection board for captains this year. SecNav tries to get a member of his staff promoted. Meanwhile Harm tries to help a former drill instructor who faces a long prison term under the three-strikes law.
- Cdr. Imes never passed a bar exam; she goes on trial for fraud and conduct unbecoming; Sturgis prosecutes, and Mac and Bud defend. Harm flies as a crop-duster. Coates tries to get the admiral to take Harm back. Harm and the admiral meet.
- A Naval aviator, while temporarily assigned to a SEAL team, drowns at sea; he was the son of a woman senator. Harm and Meg investigate. First they meet stonewalling and misrepresentation, but persistence and determination produce the truth.
- An F-14 Tomcat clips the top of a utility tower. The aviators eject, but the aircraft crashes and kills two people on the ground. The evidence implicates the squadron CO, a mentor of Harm, who investigates and prosecutes. Mac defends.
- A petty officer apparently was murdered during a visit by USS Chicago to Sydney, Australia, 28 years ago; the dead man has reappeared, become arrested, and asked to see a JAG officer of the USN. Harm, Bud, and Mac all wind up there.
- The admiral unexpectedly arrives in Sydney, and the adventure continues. Mic prosecutes the US former petty officer, and Harm defends. Bud sustains an injury, and courtroom fireworks ensue. The JAG gang take the deserter back to the US.
- A woman Marine recruit dies at Parris Island. Harm investigates while Meg poses undercover as a recruit. Harm distrusts the official appraisal of the death as an accident, and Meg meets threats and attempts against her. They find the truth.
- A Navy helo damages an Iraqi fishing boat; Harm does his carrier quals in the F-18 Hornet, and he destroys a small Iraqi aircraft; and a Marine gunnery sergeant commandeers an Iraqi civilian SUV. Everything works out, and justice prevails.
- A sailor has stolen two Stinger missiles from a base. Harm and Meg investigate. A brig break takes place, with Meg as a hostage. Troops and a helo pursue, and much shooting follows. Harm, Meg, and Lt. Kate Pike prevent a nuclear detonation.

- A teenage boy spits at the admiral, who slaps him on tape, and an uproar follows; however, the false denials and other lies of the boy overtake him. Harm defends a SEAL officer who disobeys orders by going back to recover a fallen mate.
- A U.S. frigate collides with a Turkish destroyer in the Aegean partly due to a nearby Greek escort. Chegwidden ordered to prosecute the frigate's CO. Harm and Mac defend him. In DC, Bud's brother has a 19 hour date with Gunny's sister.
- A Marine dies in an ambush in Iraq; his sister is a classmate of Mattie; Harm and Mattie help the mother and the sister of the Marine. Bud investigates the failure of the body armor. Harm and Mattie continue to understand each other better.
- A general demands to know why his daughter died during surgery, then he stands accused of improperly influencing the testimony of a witness. Harm prosecutes, Mac defends, and Mac finds the real cause of the death. Bud receives a welcome letter.
- A newspaper prints an op-ed piece, contemptuous of the PotUS (and a violation of the UCMJ), which first appears to have come from Harm's office computer; Harm figures it out. Meanwhile Mac encounters an unusual question about childbearing.
