On Wednesday, the House Energy and Commerce Subcommittee on Health will hold a hearing centered around six pieces of marijuana legislation, including two bills that would legalize marijuana on a federal level.
A briefing memo for the hearing, obtained by Marijuana Moment last week, offers a breakdown of the six bills up for debate. At the top of the list is the Marijuana Opportunity Reinvestment and Expungement (More) Act, which passed the House Judiciary Committee last fall and became the first marijuana legalization bill to be approved by a Congressional committee.

A large bipartisan group of lawmakers are dropping legislation later this morning that would end the federal prohibition on marijuana by allowing each state or territory to decide their own pot policy, and unlike in years past — this time they think it actually has a chance of becoming law.
The legislation — dubbed the States (Strengthening the Tenth Amendment Through Entrusting States) Act — would amend the Controlled Substances act to limit what federal action against those operating legally in states with medical or recreational programs. The law is being released today...

Even before it began, 2019 has been hailed as the year of marijuana, with good reason: the number of Americans who support legalization has reached record highs, and an increasing number of Democratic presidential candidates are advocating for drug reform and an end to our draconian, racist drug laws.
On Thursday morning, Reps. Tulsi Gabbard (D-hi) and Don Young (R-ak) introduced what they called a “landmark” piece of legislation, the Ending Federal Marijuana Prohibition Act of 2019, which is “the only bipartisan piece of legislation that would allow states to make independent choices about their marijuana programs,...

With a supermajority of Americans supporting marijuana legalization, the ranking member of the Senate Finance Committee, Ron Wyden (D-or), has introduced a bill to tax and regulate the substance like alcohol.
In a nod to the mainstreaming of marijuana culture, the legislation carries the stony bill number S. 420. It is the companion to a bill introduced by fellow Oregon Democrat, Rep. Earl Blumenauer, the senior member of the House Ways and Means Committee, H.R. 420.

For the first time since 2011, the Democrats have the majority in the House of Representatives, and it appears that reforming federal marijuana laws is one of their highest priorities. While 33 states so far have legalized medical and/or recreational use, cannabis remains federally prohibited, further complicating the implementation and regulation of the nation’s growing legal marijuana industry. On Wednesday, Congressional Democrats announced a scheduled hearing focused on the challenges legal marijuana businesses face in obtaining bank accounts because many financial insitutitions fear they’ll be found in violation of...

Even with the government shutdown that’s been ominously hovering over Washington these past three weeks, there’s still a fresh Congress in town. That means the nation’s 535 lawmakers are in the first stages of trying to get their favored pet issues on the radar of party leaders. That focused energy and flowery optimism that marks the start of any new Congress is different this year for marijuana proponents, because this time around they believe they can actually pass some sweeping cannabis reforms.

Democracy has seen better days than November 6th, 2018. Though dozens of diverse new leaders were elected to Congress, several states were plagued by dysfunctional voting systems, effectively disenfranchising countless Americans. This was largely the result of voter suppression measures enabled by a 2013 Supreme Court ruling that ravaged the Voting Rights Act, allowing states to change their election laws without federal approval. “Our country has changed,” Chief Justice John Roberts wrote in the decision, “and while any racial discrimination in voting is too much, Congress must ensure that the legislation it...

After recapturing control of the House on Tuesday, some progressive Democrats were itching for party leaders to finally tackle marijuana and criminal justice reform, but they knew they had a Jeff Sessions-sized road block to overcome. Now that President Trump ingloriously shoved him out as attorney general Wednesday, there’s more optimism that a sweeping overhaul of drug policy is possible.

Even though Democrats have regained control of the House of Representatives, cannabis proponents, both inside and outside of Congress, still see obstacles ahead for nationwide pot legalization — but it’s clear that things are looking up.
Last night, Republicans gained seats in the Senate, giving prohibitionist Senate Majority Leader Mitch McConnell even more power. But at the same time, pro-marijuana ballot initiatives passed in Utah, Missouri and Michigan — all states President Trump won in 2016. And the president has signaled that he thinks states should decide their own marijuana policies, which...

In honor of Canada’s first day with legal adult-use marijuana, an optimistic Rep. Earl Blumenauer (D-or) sent a letter to House Democratic leadership Wednesday outlining a plan to advance federal legalization measures with the goal of federally legalizing cannabis by the end of 2019.
“Congress is out of step with the American people and the states on cannabis,” he wrote. “There is no question: cannabis prohibition will end. Democrats should lead the way.”

Marijuana is now legal across Canada, and a bipartisan group of lawmakers on Capitol Hill are using the historic occasion to highlight yet another example of how the Trump administration is embarrassing America on the global stage.
A bipartisan group of lawmakers are sending a letter to the administration today demanding more answers from the Trump administration on how America plans to deal with Canadians involved in their cannabis industry. Currently, there’s fear that border agents are being granted broad powers to use the two nations’ conflicting marijuana policies...

We all know Attorney General Jeff Sessions hates marijuana, but it seems he has senior allies within the White House itself who are directing federal agencies to help them vigorously fight against state efforts to legalize marijuana — putting a number of senior administration officials in direct odds with President Trump’s own stated policy of allowing states to decide their own marijuana laws.

Democratic lawmakers are planning to bring Dreamers to President Trump’s State of the Union address on Tuesday, an effort to urge him to find a solution for the undocumented immigrants who were brought to the U.S. as children.
Trump announced in September that he would end Deferred Action for Childhood Arrivals (Daca), an Obama-era program that shielded undocumented immigrants brought to the U.S. as children from deportation. Daca recipients, who are often called Dreamers, have spent months facing uncertainty as lawmakers struggle to negotiate a deal for the program. An immigration plan proposed by Trump last week...

Ten years ago, the last horse slaughter plant operating in the United States closed its doors.
This September, however, an amendment set to reach the floor of the U.S. House of Representatives will determine the fate of America’s horses and whether taxpayers will be funding the return of this cruel, unnecessary and predatory industry.
In a letter to Congress, the Humane Society Legislative Fund and The Humane Society of the United States, along with William Shatner, Kaley Cuoco, Willie Nelson, Jill Rappaport, Nikki Reed, Sebastian Roche, Ian Somerhalder, Arielle Kebbel and others, urged policy makers to pass an amendment in the Agriculture Appropriations bill that prohibits the use of federal funds to inspect horse slaughter facilities.
“Horse slaughter is a dark and predatory industry. It has never provided a solution for unwanted horses or abuse and encourages overbreeding by providing an artificial disposal option for irresponsible breeders and owners,...

Donald Trump‘s inauguration won’t be a star-studded affair on Friday — and it’s shaping up to be skippable by many politicians as well.
Though he won the Electoral College by 306 votes to Hillary Clinton’s 236, he’s starting off his presidency with the lowest approval rate in decades — just 40 percent, according to a CNN/Orc survey. (Before he took office in early 2009, Barack Obama’s approval rating was 84 percent, according to the same survey.)
That disapproval has seeped into the Capitol, with 51 members of Congress (at current count) abstaining from Trump’s inauguration and the following festivities.
Most notable is Rep.
